Address from PDO's HSE Steering Committee

Looking back at our 2003 HSE performance, it was indeed a challenging and successful year in sustaining and meeting our corporate HSE objectives. A few significant achievements include a “FAIR” rating in the SIEP led Corporate HSE-MS Audit and the continued downward trend in road safety incidents. We also managed to maintain our ISO 14001 Certification and started the roll out of the new HSE Cases. These achievements reflect the healthy status of our HSE Management system. However, the SIEP led audit has also identified gaps that we need to close in order to take our HSE performance to the next level.

These achievements demonstrate our dedication and commitment to HSE and effective teamwork, sadly however, we experienced 3 fatalities (including one third party RTA) in our operations during 2003.

We note there are areas where our focus of attention and improvement are required such as Assurance of Technical integrity, increasing number of Non-Accidental Deaths, increase in Loss Time Injuries (LTIs) of which a significant percentage come from hand and finger injuries despite the Hand & Finger Injury campaign during the year. These are some of the signals that reinforce the message that proactive HSE culture is a key for further performance improvement. Visible leadership commitment and positive behaviors are essential elements. Good HSE management systems are no guarantee that HSE incidents will not happen. Constant alertness of all staff is paramount to prevent incidents.

This Corporate 2004 HSE Plan is a rigorous challenge for continuous improvement of PDO and contractor HSE performance. I look forward to your full commitment and support to help realise our vision to be recognised as a leader in HSE.
